Any bill that raises/gathers/obligates taxes technically must originate in the House of Representatives. I realize PPACA began as a Senate Bill, but Pelosi and the HoR acquiesced on it in reconciliation thus giving it standing. Remember when she said “we deemed it passed...?” That was it.
Actually the PPACA began as a House bill that was completely unrelated to health care, if I remember. The Senate took that bill and changed it completely, so they always had the ability to go back and say that it originated in the House.
