Test meant to screen teachers instead weeded out minorities

New York education officials are poised to scrap a test designed to measure the reading and writing skills of people trying to become teachers, in part because an outsized percentage of black and Hispanic candidates were failing it.

The state Board of Regents on Monday is expected Monday to adopt a task force's recommendation of eliminating the literacy exam, known as the Academic Literacy Skills Test.

Backers of the test say eliminating it could put weak teachers in classrooms. Critics of the examination said it is redundant and a poor predictor of who will succeed as a teacher.

"We want high standards, without a doubt. Not every given test is going to get us there," said Leslie Soodak, a professor of education at Pace University who served on the task force that examined the state's teacher certification tests.

The literacy test was among four assessments introduced in the 2013-2014 school year as part of an effort to raise the level of elementary and secondary school teaching in the state.

Leaders of the education reform movement have complained for years about the caliber of students entering education schools and the quality of the instruction they receive there. A December 2016 study by the National Council on Teacher Quality found that 44 percent of the teacher preparation programs it surveyed accepted students from the bottom half of their high school classes.

The reformers believe tests like New York's Academic Literacy Skills Test can serve to weed out aspiring teachers who aren't strong students.

But the literacy test raised alarms from the beginning because just 46 percent of Hispanic test takers and 41 percent of black test takers passed it on the first try, compared with 64 percent of white candidates.

The test is not racist. The teachers are stupid and it shows they can’t do the work.

while places like South Korea, India and Japan are probably laughing their butts off.

OK, a little off topic, but earlier this year a collection of Japanese teachers of English in Japan bombed the TOEIC, or Test Of English in International Communication, a test that shows the extent to which one is able to converse in English. OTOH, I have no doubt that Japanese teachers of STEM could ace any standardized test at practically any level. This is because Japan wants workers who can do technology, and in general does not care whether or not they can speak English. In Japan as in the US, you get the education you want; the difference is that in Japan, there are subjects the nation wants the children, not just to be taught, but to actually know, while in the US, there are large groups of people who do not want children to actually know anything tradeable in the marketplace.

Why not instead celebrate the teachers who do pass and offer remedial instruction for those that don’t. Send them back to school to learn, not into the classroom to teach. Stupid to lower standards to meet some diversity goal. Students lose. ...and that is color blind and without regard to ethnicity.

The solution isn't to drop the test - the solution is to test MORE minorities.

Test 200 black 'teachers' and you'll get an average of 81 people passing the test. Test 100 white 'teachers' and you'll get 64 passing. Bingo - MORE black teachers qualified to be hired. It's simple - just do the math.

I’ve always said we have too much literacy in education.

Maybe they can finger paint or have stories read to them, preferably about two mommies, gay adoption, etc.

In MA, then-Gov. Mitt Romney had to have the entire world-wide LDS membership pray that a local superintendent of schools would eventually pass the teaching certification test in English.

The guy was from PR.

Test after test shows the same thing over and over again. Authorities don’t like what it proves to them. Rather than admit truth, they scrap the tests. That’s delusional, and standard practice for liberals.
