WASHINGTON A senior U.S. general on Wednesday accused Russia of deploying a land-based cruise missile in violation of "the spirit and intent" of a nuclear arms treaty and charged that Moscow's intention is to threaten U.S. facilities in Europe and the NATO alliance.
"We believe that the Russians have deliberately deployed it in order to pose a threat to NATO and to facilities within the NATO area of responsibility," Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, told a House Armed Services Committee hearing.

Putin allowing a state-owned, putin-approved church, sure has bought him a lot of admirers. Freedom of conscience and real freedom of religion are not so important to some folks, as long as his church is nominally Christian he’s one of us. Putin controls the salaries and the sermons of the clergy, but he’s a swell paladin of Christ. Geez. I’m amazed at how many contortions some folks will go to to justify Putin’s behavior.
I do, but it is what it is. I do think the sea-based ones are more threatening and much more difficult to defend against.

The US has had total dominance in sea based cruise missile for decades. I’m guessing that the land based restriction was a bone tossed to the Russians back they couldn’t build computer controlled cruise missles and also why no one really cares about them building them now.
If you want a destabilizing tech that would be stealth cruise missiles. There are rumors that both sides have developed them.
The same people who will laugh and scoff at NATO for being weak will tell you that Russia is right to feel threatened. Our self-defense is a problem mentally as much as materially. And Putin’s actions will likely lead to an arms race with Europe that he cannot win. His GDP is the size of Spain’s. His chauvinism will not do anything but make Russia even poorer.
The Soviet Union's successor (Russia) simply has to announce it is withdrawing from the Treaty. Yet it has not, meaning that the treaty is still in effect.
It’s not that complicated. Does the missile have a range between “310 and 3,410 miles?” If so, then it violates the “spirit and intent” of the agreement. This stuff is not rocket science [pun intended].

So, in a sense all of the treaties signed by the Commies of the late USSR are non-operative since the successor government is not obligated to uphold any of their provisions.

If one cannot accurately understand a situation...the situation will not get fixed. Just spewing words won’t help, one needs to recognize motivating factors. The real enemy is the Democrat party. They are the biggest threat to America.
