NBC News ran a segment during their Nightly News program last week that incorrectly said criminals can legally manufacture guns for their own personal use.
"This is a real gun and anyone can buy it, no background check required," Jeff Rossen, NBC News national investigative correspondent, said as the segment opened. "It's perfectly legal."

Notice the ATF comments that “it would be illegal for a felon to own a firearm”. It is far easier for a felon to buy a gun off the street than order a ‘ghost gun’. Survivalists, etc are the primary buyers of these firearms.

1) it’s illegal for felons to possess firearms, whether they manufactured them or not. Once the PRC-80 departs the 80% point as defined by the BATF, they are committing a crime. As an 80% it has no value beyond as a paperweight.

I think there was something about someone getting off the hook for the “manufacturing” charge but not “possession”. Technicality.
They can also buy a receiver flat, bend it and rivet an AKM together or maybe just go and buy one on the black market, maybe one of the soetoro/holder F&F guns.

I can remember back in the 1990s reading about how gun prohibitionists were claiming that criminals were easily able to convert semi automatic rifles into fully automatic ones and that this was a widespread occurrence. However, it proved to be “fake news”, so to speak, as doing something like that would require the services of a very skilled and experienced gunsmith and that conversion from semi to fully auto would be a criminal offence both in Canada and the United States.
This is not as stupid as it seems. Under the Federal Firearms Act of 1968 a person can, manufacture for his own use, a firearm and that is legal. It is not legal for felons to possess a firearm, but many criminals are not yet felons.
