This is not as stupid as it seems. Under the Federal Firearms Act of 1968 a person can, manufacture for his own use, a firearm and that is legal. It is not legal for felons to possess a firearm, but many criminals are not yet felons.
That’s what’s called a ghost gun. No serial number. As long as it is not for resale and remains in the possession of the builder it’s legal.
