Apparently, some time between then and now the governments at the time decided it was okay to import leeches into this country and call that a 'plus.'
So that's my tale of immigrant woe. My ancestor had to work for 4 days before she owned the factory because she was hot. The End.
I think this began during Bush 1’s reign. He allowed Iraqi troops who surrendered to the Americans to come to America. He also allowed free housing and free money, I’ve forgotten the amount and housing.
I had to do the same and have been wondering how our current immigrants get around that. Perhaps that requirement has simply been ignored as of late.

It’s a good bet the laws didn’t change.
I’ve been doing genealogy research - found a document from when my great grandparents entered the country. In it, they had to declare how much money they had (the form recommended a minimum of $50, which was a lot in 1904). And they also had to declare who they knew/what family they had in the country...and where they were located, so they could go stay with them. Finally, they had to declare that they indeed had a train ticket to get to that location.
The comparisons between unchecked crossings at the Mexican border and traditional immigration are ridiculous.
It was the same for me in ‘94. I would guess it’s only been in the last 10 years that it’s changed. Amazing what a few years can do to a cultural perspective.
Same for my husband (Canadian) when he got his Green Card, and the same for me when I moved here.
Interestingly, neither one of us gave up our respective native citizenships. I remain a permanent resident.
Anyway, both countries required a binding promise not to go on welfare.
