Charge a 2% fee on the money going to Mexico. Too high and they'll drive it down or do some other avoidance tactic. 2% they'll pay.

Building a wall will help Mexico.
Right now, even more so than the past few decades, Mexico is a narco infested, corrupt nation state. In large measure those who fled Mexico have done so to escape this corrupt and violent state.
A wall, along with repatriating the illegals just might force Mexico to finally deal with their corruption. At some point they must deal with it or those fleeing to the US will only increase as things become even more desperate there. Same with countries like El Salvador.
Just what does it say about a nation that the greatest biggest cash source is money sent back by expatriates? That is the definition of a failed, corrupt state.
A border wall just might help save Mexico rather than simply allowing Mexico to export many of their most industrious citizens out of their own country.

Yep, this is the quickest and easiest way to get compliance from the mooch on our southern border. No need for tariffs, a remittance tax will do the trick. Make it high enough and you will see the illegals heading back where they came from.

And we might even consider some sort of credit based on how many illegals move back to Mexico. I would think an incentive to the Mexican government to bring their people home, and keep them there ought to be worth something, too.

A cardinal rule of diplomacy is to not threaten, bargain.
In this case, the average Mexican is offended by this idea, and President Trump knows it. So what is the purpose of saying it repeatedly?
Off the top of my head two ideas: to either give the Mexican president political capital in Mexico by “standing up” to Trump. Or, to convince the Mexicans to break NAFTA, making it easier for the US to do so while avoiding any penalties.
In any case, the actual goals are different and better than the stated goals.
Add to this with: every illegal caught will serve one year helping with the actual construction of the wall.

Unless they’re going to tax all foreign transfers, all that will happen is that someone will open a business in the Caymans or someplace that will transfer the money via that third country for half the fee.
Ever notice how the discussion over the years never seems to touch on the reasons Mexico is not prosperous? It has a good climate, oil, a work force, nearness to a wealthy nation, etc. So what are the real problems? Is it corruption and failure to have a consistent rule of law? Is it the drugs? Is it just Socialism in general? Seems like the disaffected need to stay there and be part of a revolution or reform. It is time for that country to fix itself. Their main export seems to be their PEOPLE! That is just strange and not good for them or for us. It is like some sort of warped, institutionalized slave trade masquerading as “kindness”.
