So long as there is no effort by the government to limit the right to vote in federal elections to U.S. citizens, there is an embarrassing surfeit of evidence as matter of record.
Went to a Costco located south of San Diego, CA for a particular item. Noticed a registration table and since I had just relocated got in line. The chap in front of me was having trouble with his English but had a copy of an electric bill...all of which got him the right to vote. I made a couple of comments to the registration lady and while seeming to mirror my concern she said, "Our instructions are to register them upon the showing of any record of local residence."
