Not emergency personnel movement, TIA has that covered...
Not controlling press access if the accident was Az ANG at TIA...(they fly the F-16s out of TIA)

I wonder if there was a microburst at the base that confused everybody. The wind was near-tornadic here in Centex for 16hrs non-stop yesterday, it felt and looked like never-ending small microbursts the way the trees were swirling.
