The bankers want to prevent you from removing your money from the bank where they can subject it to haircuts, fees, re-hypothecation and other means of theft. The government wants to track every financial act you perform. They can't do that with cash. It all about control and surveillance.
India runs on cash. Modi screwed them over by withdrawing the two most common bills. It was a trial run before doing it to the USA.
