Yet Russians have been successful in exploiting German guilt. There are voices on German left saying that Russians should be allowed to kill Ukrainians because Germans of the old are guilty of killing many Ukrainians themselves.
No ilegales whatsoever should have been counted. But, of course, the various local governments tally the actual votes. If they are fraudulent, there isn't much recourse. Other than firewalling by jurisdiction. The system should be structured to limit the damage a corrupt jurisdiction can inflict on the election. That is the value of the Electoral College.
But truth be told, the Electoral College is broken and should be fixed.
The electors should be abolished, and the electoral vote should be tallied by congressional district. One electoral vote per CD carried, plus two for carrying the majority of the state's electoral votes, or, in the event of a tie in CDs, the state's popular vote. IOW, no state-level winner-take-all.
Under the above system, based on how its CDs went, California would have contributed 15 electoral votes to Trump.

At best, they might be able to pull 11-percent of the vote in September’s election.
If you were to go around and bring up the NATO topic...I think 30-to-40 percent of Germans would suggest that there’s not a lot of need to continue NATO, but they don’t have any desire to mount some security pact with Russia.
