The head of the D.C. National Guard, Maj. Gen. Errol R. Schwartz, said Friday that he has been ordered removed from his command effective Jan. 20, 12:01 p.m., just as Donald Trump is sworn in as president.
Schwartz’s forced departure will come in the midst of the presidential inauguration that he has spent months helping plan alongside D.C. police, the U.S. Secret Service and other top District officials. He will turn over command to an interim as power transfers from one president to the next, and just before the inaugural parade marches down Pennsylvania Avenue.
“The timing is extremely unusual,” Schwartz said in an interview Friday morning, confirming a memo announcing his ouster that was obtained by The Washington Post. During the inauguration, Schwartz would command not only the members of the D.C. guard but also an additional 5,000 troops sent in from across the country to help. He also would oversee military air support protecting the nation’s capital during the inauguration.
“My troops will be on the street,” Schwartz, 65, said. “I’ll see them off but I won’t be able to welcome them back to the armory.” He said that he would “never plan to leave a mission in the middle of a battle.”
Schwartz said he would oversee duties in a command center and then depart at 12:01 p.m., retiring from the Army.

He is appointed by the President. So at 12:01 his resignation from his post as requested by new President.

Nothing happens in government unless there is a reason, otherwise folks tend to drag their asses for years before making a decision.

Though Mattis doesn't have authority at this time, he can make a call to this general's commanding officer and let him know that the order will be coming down at noon on Inauguration Day.
Trump certainly could have ordered this by sending him a statement saying that once he is sworn in, that as of 12:01 P.M. on 1/20/17 you are hereby relieved of your command. Of course Trump could actually relieve anyone of command before 12:01, so this is just a heads-up letter saying it will happen once he’s sworn in.

Maj. Gen. Errol R. Schwartz may be a good guy who will properly respond to insurrection and shut down a criminal anti Trump DC riot by paid Prog agitators.
His replacement may let it grow to a disaster.
Forget the conspiracy theories. The simplest explanation for this is payback. Someone above Gen. Schwartz in the incoming chain of command probably has a huge beef with him and is making it clear that he’s not needed as of the very hour, no, the very second, that person takes over.
It has to be the Trump team...and that would be Mattis.
(Don tin foil hat.) Perhaps he told Obama that he would not allow his troops to be used in Obama's allies' plans to make the inauguration into a circus. The timing of this may be because the plan is to change commanders at a critical time, causing chaos and then blaming it on Trump. After all, the general was relieved when Trump was sworn in, right? And, he is black, so a racist Trump relieved a black general as soon as he was sworn in. Never mind the facts, the press will send out that story.
He serves at the pleasure of the president. Trump couldn't have ordered his resignation. Remember what the rats keep telling us...only one president at a time. So my question is why does obama want the DC National Guard without a commanding general during the inauguration?

Mattis is only a nominee. He can't order anything. Only the President has the authority to remove him from his post. obama is still president.
Presidential appointee. Standard fare for him to leave when the president that appointed him leaves unless he is asked to stay. His time to leave has come. The new president has someone else in mind.
No mystery. Washington compost is trying to make something out of something that isn’t.
Help me out here Gramps. Who could issue this order? Trump couldn’t, could he, as he is not yet POTUS.
