At LAX you can walk right in.

You can get into Las Vegas airport baggage area with no security check. They do not even check tags anymore, anyone can walk off with your bags also.

You can at most airports. Of course, everyone is backed up in the insecure area around there and the ticket counters because of the security checkpoints - and doesn’t that make a dandy mass casualty soft target?

I beehive most airports are that way. Usually ticket counters and baggage claim are pre-TSA. At my local airport you can go between ticket counters and baggage claim without passing thru security, however baggage in on a lower level.
