Federal agencies rush to fill job openings before Trump takes office Jan. 20

Several federal agencies are accelerating hiring in the final days of the Obama administration to ensure that as many new employees as possible are in place before President-elect Donald Trump imposes a promised hiring freeze.

Leaders at these agencies are filling open positions with transfers and outside hires and are making internal promotions before Trump takes office Jan. 20, according to internal documents and interviews.

The hiring could increase tensions between the Trump transition team and the Obama administration — a relationship that has grown worse in recent days due to disagreements over how the United States should handle its relationship with Israel and the issuance of new sanctions against Russia over its role in hacking incidents tied to the election.

Sean Spicer, the incoming White House press secretary, said in an interview late Friday that an agreement was struck in November that no new hires would be made after Dec. 1.

“After the election, the current administration notified us there would be a hiring freeze as of Dec. 1,” he said. “The understanding was that there would be a full accounting of anyone put on the payroll after then.”

White House Office of Management and Budget spokeswoman Shannon Buckingham said in an email early Saturday, “On Dec. 7, the administration imposed a moratorium on the hiring of senior executives within the civil service, known as the Senior Executive Service or SES.”

“This policy is consistent with previous transitions and is intended to ensure that incoming agency heads have the opportunity to make or approve executive hiring decisions that will impact the agency’s performance in the next administration,” she added.

According to an OMB official who asked for anonymity to discuss a private conversation, OMB senior adviser Andrew Mayock told Trump’s transition team executive director Rick Dearborn at a Nov. 21 meeting that the administration intended to halt any new SES hires as of Dec. 7. While Dearborn asked for a list of any new hires in that category after the election, and Mayock acknowledged that request, the official said, Mayock did not commit to providing such a list.

It is normally one year. I sat and watched a GS-14 hired, who had a serious medical condition and had medication which affected his judgement. For roughly two hours out of the today, he was competent...the remainder of the day...he was in lala land. Around the 10th month, his peers held a meeting and discussed the matter. They had a conversation with his boss, and with two weeks left in the probation period...they told him that he was finished. It’s rare that people get let go, and I can only remember three or four cases where I ever saw it done.

I do agree....you could just mark 5-percent of the positions as an overage and these new hires would be the first people dragged into HR and given walking papers.

I think federal workers can be let go without reason during their probationary period, and I think it is at least 90 days. So Trump can clean house if he acts quickly.

They can tailor a RIF so as to get rid of the people they want. Early-outs can be limited to a certain number of people.

One reason they’re doing this - decoys. They know Reductions In Force are coming and they believe that by bringing in the newbies will protect the entrenched government workers. Basically, these new hires are being hired specifically to be headcount to be eliminated and reduce the chance of old hands being fired.

Not completely true. There is a whole book of disciplinary actions for employees, many of which include firing. The problem is that employees appeal, sometimes for years and get reinstated, with back pay.

My agency had an employee who was known for playing with his gun at his desk. One day he had an accidental discharge, and he got fired. His appeal went on for 12 years and he won. He was reinstated with full back pay. At that point all he had to do was hang out for two more years without screwing up and then retire. BANG! Another AD, and he was fired again. That time it stuck because he had signed a special form as a condition of rehire that any more AD's would result in termination.

One of the problems with making firings stick is that the ratings system in government service is completely ineffective. It is made to make everybody look great, regardless of performance. It also makes an effective defense when appealing termination because people pull out their ratings and say "Look, I was an effective employee who just made a mistake."

Yes, when I was at the NIH, the secretarial staff would announce they were putting in a little “undertime” and just leave for the day. Paid of course.

Hell the trash has been inserted way before this time. Start at the first one ObucketOshit put in place and work backwards.

You never know the last one hired may be the best one ever

That is incorrect. It’s not easy, but it is possible.

And before you all get your panties in a twist, agencies always do this when a hiring freeze is looming. It has nothing to do with Obama.

And this Federal employee works her butt off.

They need to shut any agency that did this down. They can always recreate another agency and rehire anyone who can pass new requirements

Don’t mean to take this thread off topic, but since it will likely attract a few current federal employees...

A local job has opened up at a federal office in my area.

I’ve always worked for the private sector, but I’m considering applying - it’s an IT job, BTW.

The fed pays significantly more than the private sector here due to the depressed economy, but I’m concerned that maybe this wouldn’t be the best time to be a new hire.

Appreciate any thoughts/advice. Can PM me if you’d like to not clutter up the thread.

I have worked for the Air Force (just went over 40 years service in November), and you can let them go without justification due to a reduction in force (RIF), if they have worked less than 3 years as they are not yet under permanent status. After that good luck unless you want to pay the $25K severance to let them go in a RIF (which in the long run would be pretty cheap price to pay).

During my 25 years of active duty I was stuck with several civilian employees that just weren’t cutting it due to health issues, piss poor training (able to fix that one), and very bad attitudes. Could not get rid of any of them.

I spent last summer working outside of my specialty due to my aircrew training acting as a Survival Instructor in the field as well as a moving target for our aircraft. You do not want to be on the receiving end of an attack from and F-15E (got to watch the video). Most of the Civilian’s in my Wing are busy (thanks to several RIFs), and I do work my butt off, but only because of the unit and program I am currently assigned. Also I still think like a Senior NCO and have never been afraid of hard work (thanks to my Dad the US Air Force Master Sergeant for that one).

Obama has set up a network of these scumbags all across the US government.
