Frustrated after seeing another candidate secure the presidency without winning the national popular vote, mostly Democratic lawmakers in several capitols want their states to join a 10-year-old movement to work around the Electoral College.
In states including Connecticut, Pennsylvania, Ohio and New Mexico, legislators have said they plan to introduce legislation that would require their state's Electoral College voters cast ballots for the presidential candidate who earns the most votes nationwide, regardless of the statewide results.
"Every vote in this country should have equal weight. The Electoral College is a relic of a bygone era, and we need to change this system," said Connecticut state Sen. Mae Flexer, who filed a bill with several fellow Democrats requiring Connecticut to join the National Popular Vote Interstate Compact.

But the Constitution gives Congress the power to regulate interstate compacts. If Congress. The states involved call it a compact.
The states involved say their pact is binding once states representing 270 electoral votes adopt it. Congress has power under the US Constitution to regulate interstate compacts.
That’s too hard. In theory the smallest 13 states can block ratification. The compact only requires the legislatures of the 11 largest states.
And, the breakup of the Union (USA). Guaranteed.

Oh, I get it. You want to be able to vote for someone who leads the whole country but you don’t actually want the whole country to get to choose that leader.

I agree with your idea.
Even in a blue state like Minnesota (10 EV’s), Trump would have won 4 EV’s instead of getting shut out. Romney probably would have won 3 EV’s.
States like Oregon, Washington and California would become benefit from it too.

The left will seek SCOTUS determination. Thankfully Trump will bring the weights and measures of SCOTUS back into alignment. I’m not reading between the lines. The left desires to rule by mob action. It was made evident during the unrest that highlighted BHO’S administration. The legacy of civil unrest and the desire to tear down the constitutional republic. Congress will do their work but on appeal through the 9th district and then federal appellate SCOTUS will become involved. The enemies of the constitutional republic know the hoops, they will try, and they must fail.

Texas needs to join with several other states with a combined total of more than 270 electoral votes and all enact legislation prohibiting their states from ever entering into this compact. That would end this stupidity once and for all.
Congress doesn't have to pass it. Under the Constitution, the states can have compacts. The states also determine how they will allocate their electoral votes.
Thus, we should all be educated enough to resist such erosion of a properly conceived and well-balanced system. People would to well to read the Federalist Papers...
If only that were the case. Most people are ignorant when it comes to our history and the Constitution. The direct election of the President has great appeal to the uninformed along with the Dem party, which is changing the composition of the electorate thru mass immigration.

Nah, the states have the right to determine how their electors are apportioned.
The proponents haven’t really thought out the practical aspects, though. These measures will only pass in Democrat dominated state legislatures, which are primarily in the same states that the Democrats won anyway, so it’ll only come into play when the Republicans win the popular vote. And it’ll turn elections into unanimous Republican victories. I’m not sure that’s what they had in mind.....
It is illegal for illegals and non-citizens to vote. Enforcement is left up to the states.

Simple fix: since electoral college is based on the number of house members (435) plus number of Senators (100) as well as DC (3), then which ever candidate wins a congressional district wins that EV. Which ever candidate wins the most popular votes in a state gets both Senatorial EVs. Who ever wins DC gets those EV. That way everyones vote counts.
