In August, you mandate that the word “toxic” is bad to use and a new word must be used. You start to repeat this procedure every other week.
In September, you cut half of the IT contractor support....so that systems are down longer in the future.
Week by week, you make their future miserable. By the end of the year...at least a quarter of the folks there have resumes out and seeking new employment. By the end of two years....roughly one-third of all employees have left for other jobs. No cost impact to the government....other than wasting their time and making them to do unnecessary work.
How many of them are “at will”?

Eliminating contracts (and therefore the contractors) doesn't need a court order.
The contract is just not renewed. Easy-peasy.
Good ideas. I don’t think Trump will have any problem working the system against them. He is smart and they are stupid and lazy. Make them do “something” and they will leave en mass.
Eliminate the entire DOE. Move any worthwhile function to related agency. Like move what was the AEC (nuke generation and weapons manufacturing) to the Department of Defense.

Remember the Exxon Valdez spill? They should require all employees to spend 2 years picking through and cleaning rocks and grains of sand. Make sure none of the buildings used have air conditioning or central heating. To make it extra miserable declare whatever mosquito is indigenous to the area is an endangered species so that swatting even one is a federal offense. For those prosecuted you could offer the plea bargain of quitting their job verses hard time.

Those are great ideas. And as the poster above indicated, the work of the department is largely done by contractors, so fire the hell out of the contractors. Bring that shite in-house at the same time you’re cutting full time staff. Make the few monkeys left work like we’ve been working in the private sector for a while.
Most of them are doing unnecessary work right now so there is no extra burden on the government anyway.

MrR and his dad worked for a telecomm engineering firm that was like that. No joke, they would go to lunch and come back and the Standards would change.
MrR worked for another firm as a supervisor where he had to change each drawing from ‘porch’ to ‘stoop’ because some yahoo on the east coast insisted that was the word to be used. Lots of manhours lost on stupid things like that.
Given the large number of contractors, you can easily slash that contracting budget. There’s 90,000-100,000 slots freed up almost overnight.
We fire federal folks all the time. Look at the base closings. They always have the right to transfer to another federal job. The key is to make sure that there are thousands looking for jobs.
