I am not sure that anything sinister is going on here. Wisconsin’s laws allow for recounts by any candidate willing to pay for them. The judge seems to just be following Wisconsin law, which in this case seems to be a bad law.

They are RE counting votes already counted. Finding new votes is not possible and that is why recounts never change vote totals by more than a few hundred votes. I believe te recor is about 1000 or so.

They did but the existence of those ballots, actually about 26,000 of them was known but they were not counted because the number was not enough to overcome Trump’s lead even if every one of them were for Clinton.

Provisional and absentee ballots are always eventually counted but on election day for reason stated.
