The 12th Amendment: “The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.”
First point: “A majority of the whole number of Electors appointed..” That could be interpreted that 270 would no longer be the magic number since only 492 Electors had been appointed. (584-46=492) Since Clinton would still only have 232, Trump still wins with 260.
Second point: “if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.” (the vote is taken by States with each state having one vote) Trump still wins.

A request is just that. Doesn’t mean it’s been granted
No, its actually enough. If Hillary gets 48 more then she has 280 and Trump has 258.
But frankly I have issue regarding total fairness with there being any recounts in any State unless any and all states being within 0.5% (plus 1K) of the margin of victory on those being contested are likewise contested. This means that Nevada and New Hampshire ought to be recounted too for the sake of fairness IF this request gets any traction.
Thankfully, just like 2000/2004, we do not need to have a national recount.

2. the official WI vote count for the winning candidate here (Mr. Trump) is 1,409,467, Ms. Stein’s count is only 30,980. Does any sentient being even imagine that a recount could award Ms. Stein more than 1,378,487 additional votes, thus changing the result that she has lost the WI election?
3. Ms. Stein asserts she just wishes “to be sure” of the results.

Stein still needs to post bond equal to estimated cost of recount before its granted.
And if she wants a hand count, she would need to get a court order.

MI already certified their election results.
The state that really matters is Pennsylvania.
Even if they could flip Wisconsin (10 EV’s) and Michigan (16 EV’s) that would only drop Trump to 280 EV’s.
So it doesn’t matter if they can’t flip Pennsylvania (20 EV’s).
But a Pennsylvania flip plus either one of the other two put Trump under 270 EV’s.
One big benefit of having an electoral college that votes state-by-state is that there will never be a need for a national recount.
Who do they file with? If it’s a Government Agency...how are they accepting any petitions today? Government offices are closed. Are special circumstances being granted to this petition?
Hillary conceded. This is merely an attempt for Stein to enrich herself and delegitimize Republicans.

PA is an extreme long-shot.
Trump’s lead there is over 68,000 votes.
I could see it happening possibly in MI but no way a recount would flip WI and PA.
And Hillary’s campaign I might add, is not a party to the recount request just filed in WI.
Michigan is an ALL paper-ballot state.
Until this afternoon, their count was on Drudge. It was over 10k
So has WI and PA I believe - opening a recount nullfies the previous count I think even if ‘certified’.
