He did have control of both Houses in 2001 but decided because the election was so close and Gore won the popular vote to “share” the leadership of the Congress with the Dems by allowing them to have equal power as Co Chairs.

This says Bush had both houses from January to June 2001 until Jim Jeffords switched to the Dems.
It says he had both houses again from January 2003 to January 2007.
I have no idea why Fox and others keep saying this hasn’t happened for 80 years.
