Unless the driver stopped, I don't think anyone had it together to grab a plate number, so it'll be on his conscience.
Fast moving car and "sidling" crowd ... the crowd should not have been on the highway.

I have not seen the video. However, if it was night and an interstate, they may be hard pressed to cite the driver.
