Though as I understand it ME has one EV for each of the two districts then two for whoever won the state overall.Thus it was 3 Clinton 1 Trump not 1 Clinton 1:Trump

Yes -- that's right. Electoral votes are assigned to the states based on their representation in the two houses of Congress. Every state has 2 Senators, and House districts in each state range from 1 (for sparsely populated states) to 53 (for California). That's why no state has fewer than 3 electoral votes, and California has the most electoral votes with 55.

So Nebraska and Maine have a system where the winner of each House district gets the electoral vote for that district, while the overall winner of the state gets the two "Senate" electoral votes.
