The Congress makes the rules - they changed them a bit for DHS folks working at airports and can change them to make it easier to get rid of those who don't adhere to doing their jobs.
I had to "fire" ac couple who worked for me and it was a lengthy chore that required documentation leading up to the decision with all the i's dotted and t's crossed. While you don't want it easy for a supervisor/commander to just get rid of someone for spite, there should be a cleaner route for when it can be justified. Congress can do that.

Yes. There is the old quote” “You show me the man, I will show you the crime.” Meaning: If you want to charge someone, you will find a way to charge them. It’s basically the origin of Ayn Rand’s Dr. Floyd Ferris quote.
Just about every civil servant has done something wrong, big or small. In many cases they can be persuaded to step down.

Are you or have you been civil service?
I spent 24 years active duty and working around civil service folks and another 15 in the civil service - it's nuts to take 9 months or better to get rid of the dead weight/undesirables that makes the rest look bad. We had one guy that was talking animal sex to students and it took his inept "supervisor" 16 months to complete the process of removing him - despite him having a handful of other "issues".

Getting rid of all civil service employees at a change of government means you lose good workers for no good reason. Is it hard to get rid of bad employee Said? Yup. That is true through out the work force these days

I never said "at change of government" I said that the process of getting rid of the bad ones could be updated to allow firing the bad ones without wearing out the supervisors who have to go through the process. It's cumbersome as all get out and one must comb through a few thousand pages of different regulations and manuals to ensure all is right - then there is the appeals process and it can stretch out big time.
Getting rid of civil service folks because of a change of administration would be foolish - I agree with you there.
