I never said "at change of government" I said that the process of getting rid of the bad ones could be updated to allow firing the bad ones without wearing out the supervisors who have to go through the process. It's cumbersome as all get out and one must comb through a few thousand pages of different regulations and manuals to ensure all is right - then there is the appeals process and it can stretch out big time.

Getting rid of civil service folks because of a change of administration would be foolish - I agree with you there.

See we really do have the same experience.

History of the act was to prevent whole firings at change of administrations. The leftist libtards turned it into what it is today
