Agents thought they had enough material to merit aggressively pursuing investigation into Clinton Foundation
Secret recordings of a suspect talking about the Clinton Foundation fueled an internal battle between FBI agents who wanted to pursue the case and corruption prosecutors who viewed the statements as worthless hearsay, people familiar with the matter said.
Agents, using informants and recordings from unrelated corruption investigations, thought they had found enough material to merit aggressively pursuing the investigation into the foundation that

Looks to me like 2 factions at work. Oe faction wants to leak existence of raped evidence that argued for further investigation that was nixed by higher ups. Second faction wants to use this evidence to help McCabe, who allegedly supported agents wanting to follow up.

It would seem that corruption is ingrained in the Democratic Party from the lowest voter register to the President and all between.
It would be impossible to remove the corrupt element because there is no difference between elements.
