I don’t know why they’d be shocked, those look like breakaway panels, and it looks like they worked just as they should.
They are put at the end of a runway, to help stop a plane in incidents like this.

Same here at my house..I refuse to watch news but other half has it on a lot then gets upset and tells me why.
My son who is a pilot wrote this to me: That’s a runway run off area that is made to crumble and slow the plane. Some airports, at either end of the runway, will have a special somewhat firm material (but not cast concrete) that will crumble and furrow, helping to slow the plane. Sand would work too, but I have never seen it used. So, in the pic, you are seeing that special material, not the actual runway concrete.
