No, it isn't. Long ago, exchanges were geographically compact.
Now, exchanges are geographically dispersed. Numbers are assigned, based on availability -- and the telco draws from a large pool of exchanges, especially in NYC.
And a number is portable. I recently moved my phone number to a new location over 20 miles away, because they were both served by the same telco.
It's a coincidence, and nothing more.
