I think also some think about the dome during Katrina and saw what being in a shelter might mean......some feel safer in their own homes if they can buckle down safe enough.
Not to say your comparison is wrong but Gov. Scott is a Republican. All of the powers that be in New Orleans were, well, they weren’t Republicans and lacked common sense.
Emergency shelters should be the option of last resort always. This is why hurricane plans should be in place at the start of the storm season. Waiting until a day or two before a catastrophic storm is imminent is poor planning.
