He got Shocked, NOT Electrocuted. Electrocuted implies death.
More likely, the homeowner hooked up a low voltage/low current outdoor lighting line to the sign, just enough to “bite” anyone trying to swipe it.

Yes, I think if he was electrocuted that would be illegal and the sign owner would be in jail.

You cannot feel Low voltage outdoor lighting. That’s why it’s low voltage.
