I did some cursory research on the topic, and basically without information regarding the nature of the test (depth, etc), converting the Richter number to KTs is pretty much guesswork.

The type of rock (granite, sedimentary, etc) makes a big difference in the yield estimate, as does the depth of the explosion, neither of which are known.

The initial measurement from the South Korean seismic station indicated a depth of 0 meters (with unknown error estimate), which means the explosion might have even taken place on the surface.

It is true, North Korea began its nuclear program, with the goal of becoming a nuclear power, with the help of Nikita Khrushchev as early as 1961.

However, the set up for North Korean becoming a nuclear power was helped along by Bill Clinton and Jimmy Carter.

Now they have reportedly detonated 5 bombs since 2006, albeit North Korea is likely China’s “whipping boy” in some of this, as there has been some hushed or sanitized discussion about a nuclear bomb being moved by rail from a Chinese nuclear development facility just prior to the 2006 test. In this instance, with validation North Korea gets the blame while China gets to test its hardware.

At the end of the day, while there is a lot which has happened behind the scenes to this point, North Korea does have the bomb.

Now the question everyone around the world is asking is, what is North Korea willing to do with it.

Satellites would have picked it up though if done on the surface. Also North Koreans are good at digging tunnels. Their engineers were involved in building the Vietnam war ones.

And a device that size detonated at 200-300 miles agl [above ground level] over Kansas would turn the entire North American Continent back to the early 1800’s in under a min. Then 90% of our population would be dead within a year. [as per a fema report to congress (unclassified)]

That was done over an underpopulated [more or less] area, and low tech. New current theory is that it would have a very devastating effects on our society as a whole.
