Some of Arizona is on Mountain time, Phoenix the capitol is on
Pacific time, so do the polls close on Mountain time at 7pm or on Phoenix time an hour later?

Polls close at 7 pm MST, which is 10 pm EDT.
Polls are open for another 48 minutes.

From what I’ve read, the Navajo Nation is the only part of AZ that doesn’t follow MST year-round. The polls close in Phoenix at 7 p.m. (not sure about the NN).

Didn’t realize Arizona doesn’t use Daylight Savings Time. So they are 3 hours behind ET now rather than 2.

Aizna is always on PDST. They are the same as California during the summer, but a hour ahead during the winter.
Unlike California they never change their clocks back to PST.

Sorry to disagree with how you have stated it but Arizona is on Mountain Time. The distinction is they don’t observe Day Light Savings Time. Therefore they are said to be on Mountain STANDARD Time year ‘round. This means that in the summer they are three hours behind EDT as is PDT but it is still MST.
As has been mentioned there are some of the Fed Rez areas that do observe DST
