Yes, they did......leaving many with mental illness homeless and out on the streets when before there were institutions for the mentally ill which were compassionate and caring.
Given that track record, dont think this new initiative will do anything but make things worse.

Mental illness imposes severe and often heartbreaking burdens on its sufferers and their families. Better and more readily available care for the mentally ill is needed, as are funding mechanisms that put more of the cost burden on the public at large. Much of what the police and courts do at great expense already is to sort out the dangerously mentally ill from the genuinely criminal, with marginal cases cycling with little treatment between the commission of crimes, capture, and confinement in jail or prison.
Hilarious. The perfect poster child for mental illness is going to announce her program for coping with mental illness.
