It looks a little like John Kasich taking a snooze there on the right side of the picture.
The truck was registering no one. It was there to hand out Trump posters, signs, etc. Paid for by the campaign.
There was a separate bus that Trump toured that is used for registering voters. It is not a Trump bus. It was open to all comers.

I don’t know; maybe varies by state. I can tell you one thing: I’d never hand my registration to someone in a Hillary campaign vehicle. 100% chance it would get lost.
