Just reported...17 arrests??? why weren’t there 100s?

My gosh they had 6 stores burned...7 office cars ruined...looting and theft throughout....not to mention the lost jobs....40 injured officers....and ONLY 1 arrests?

Then they wonder why they have problems there.
