What is not forgivable is someone to write an article about it and apparently do little or no research.

The man who wrote the article is Nigerian, and if you read the article, he is basically defining success with a much higher bar than your example of Ethiopia. Success means a dominant world power than can compete with the West across the spectrum of accomplishments, militarily, culturally and academically, for example.
