My guess is that they have chatter that something is imminent. They have massive police present in London.
So now each incident is being treated as if it is part of some big planned assault

That’s why terrorism is such a powerful weapon. Every little incident whatever the actual cause puts the whole nation on alert, costing millions, disrupting lives and commerce.
And it’s a very cost effective weapon. One decent attack will pay dividends for years.
