The lawsuit is based on the contention that the legislation was aimed largely at minority voters who have relied heavily on community members, organizers and friends to deliver ballots. Now, with the threat of a felony, the challengers say these same groups are significantly more likely to have their right to vote abridged or denied in the coming general election. Do minorities lack two legs that they can deliver the ballots themselves? Someone please tell me how this discriminates against minorities.

There is absolutely no reason why the delivery person shouldn’t sign (with id.) when they deliver ballots. If any fraud or damaged ballots are found, then the officials will know who to talk to about how it happened.
Nothing biased about have responsibility assigned to the delivery person.

13-3884. Arrest by private person
A private person may make an arrest:
1. When the person to be arrested has in his presence committed a misdemeanor amounting to a breach of the peace, or a felony.
2. When a felony has been in fact committed and he has reasonable ground to believe that the person to be arrested has committed it.
