If I heard Ryan correctly, anyone can nominate anyone.

That negates the ‘majority of delegates in 8 states’ rule, then.

Otherwise, only Trump and Cruz attained the majorites according to that rule.

I was wondering about rule 40 and the nomination rule. What are all these votes for Carson, Rubio, Kasich for? They made such a big deal about rule 40 all throughout the primary and now they are ignoring it?

What gives?
