I think the way it works is that the numbers reported (Cruz less than 700, Trump near 1500 delegates) are unofficial projections until the actual first roll call which takes place today.
The projections are compiled by various pollsters, news outlets, pundits and the various candidates’ internal tabulations, and are probably close to what will happen, because most of the delegates are bound by state rules to vote for a certain candidate based on primary results, or even if not bound, most have publicly announced who they will vote for. I think by getting 8 states to have a plurality of delegates pledged for him qualifies him to be submitted for a vote at the convention.
So, the short answer is: Yes, Cruz WILL lose but he hasn’t actually lost yet, that will happen today. So it’s fair that he gets his name entered for the first vote today. At least that’s my understanding.
After Giuliani imitated PIAPS’ “What difference does it make” speech, the look on his face, especially around his mouth, was priceless. It’s like he’d been forced to eat a pound of dog crap by having to even think about that wretched lesbian human being.

Nothing ‘offical’ has been decided until the delegates actually cast votes at the convention.
Cruz won more than the required eight states to have his name placed in nomination via the rules.
Thus both Trump and Cruz will be placed in nomination according to the rules. After the convention
vote it will be official and Trump will accept the nomination.
