Hey may very well been permitted in another state or jurisdiction. But, there are rules for updating your license if you move within a certain time period. Moreover, one CCW in one state doesn’t mean that it is valid in another state if your state of residency changes.
I have moved to different addresses in the same city and each time I have had to pay to register my latest domicile for my CCW.

Yeah, MN is a beeotch when it comes to out of state - basically no reciprocity. They want out of state to unload their weapons. Note, they consider a loaded mag for a semiautomatic as a loaded weapon, even if it is not in the weapon.

Focusing on the permit question presupposes that whether he had one or not should have made a difference. That, in turn requires accepting his companion’s claim that he was innocently reaching for his wallet when shot. Or the alternate, currently circulating claim that the officer shot him because of some sort of animus or panic over a black man having a gun.
If you presume on the other hand that, as she later admitted, the officer ordered him to freeze, and he made a sudden move instead, then his possession of a carry permit is completely irrelevant, and the analysis rides on how real the threat appeared to the officer at the time he opened fire.
So, I’m opining, the discussion of the permit involves presupposing the media/BLM narrative is true, and we have no evidence of that at the moment. It’s kind of like arguing whether Mike Brown had one hand or both hands up... begs the question, requires you to assume a fact not in evidence.

According to what I have read, he had a string of arrests for various things over many years and was a convicted felon. I don’t know about every state, but in mine that would prevent him from receiving a CCW permit. I would imagine it is the same everywhere (except for NYC where anyone can get a permit for a $6,000 bribe). It would also make it illegal for him to carry the firearm he was reaching for when he was shot.

He had never been in trouble. He was liked by everyone. He majored in Cheerfulness. He loved children and they were especially fond of him. He lit up the room when he entered it, and he had a special relationship with his mother.
Anything you may find, which we will never print, is normal and is common among his peers, and it didn’t stop him from helping people and trying to change the world for the better.
It is important we remember these things about him because he was killed by someone we will insist is white.

It strikes me as odd that someone who was so careless with regard to his driver’s license and auto insurance would be diligent enough for CCW paperwork?

I live in Aberdeen. There’s no indoor range here. There is one in about 15 miles away but I’ve never been there
