The Dems will rave about Republican abuse, poor Hillary. And it will be harder for Trump to use the Corrupt Hillary tag after this. So shameful but they will probably put her in the lead with this ruse.
It’s possible he’s just countering reports the decision has been made. No matter what, comey is still compromised because his boss is compromised.

You are most likely right from a legal stand point and I guess O don't want to go to prison so maybe from a practical stand point as well.
However, he can't pardon himself - if he has violated laws in shields her - perhaps the payback isn't worth it.
It would dirty his legacy to issue a blanket pardon for somebody who hasn't done anything

I’m betting they indict. I said they would do it in July before the convention to get rid of her and here we are.
