Actually, it does mean something, because the Vienna Convention allows the admin to implement the treaty's provisions until the Senate actively rejects it. I have no idea why we were dumb enough to sign and ratify the Vienna Convention.

That may be true, unfortunately with an out of control government, it means nothing today.

Research how Clinton, with a series of Executive Orders starting with 12852 in1993 ordered implementation of the UN Convention on Biological Diversity Treaty AFTER the U.S. Senate refused to even bring it to a vote.

Virtually every part of this UNRATIFIED UN Treaty has been and continues to be implemented by nearly every federal agency including the mandated reporting to the UN on U.S progress in it's implementation.

Exactly correct. This is no big deal, unless Hillary wins the Oval. If that happens there will be a better than even chance that the Republicans will lose the Senate. Then it's very B-A-D.
