There’s only a few hundred seats in that room, and those that got them are noted for their sedateness.
It wasn’t a rally, it was a policy speech.
I thought it was because there weren't many attendees. Anybody have an official count? Was it standing room only?
I don’t think it was a rally audience. It seemed that Trump won them over. They were quite enthusiastic at the end of the speech.

Probably so he could finish in a reasonable time.
