This happens about once a year or so. I think it’s Kali that’ll refuse to accept payment in this manner.

This punishes the wrong party. The person at the DMV window or seen at Traffic Court is not directly at fault. If you come stomping in with your two metal buckets of pennies, all you end up doing is holding the line up and making people angry. Most DMV’s I have visited will make YOU count it out yourself. Got three hours free with nothing better to do?
Then go for it!

Very annoying but some people simply cannot admit there were wrong, ever.

This guy was speeding, got caught and now he wants to make a Federal case out of it. Please pay your fine like everyone else, if you don’t like the law, vote to change it.

“Coin of the Realm.”

“Legal tender for all debts, public and private” is it not?

Pennies aren't legal tender for all but insignificant debts.

They don't have to be accepted.

This happened in our court. It was mailed in a box and weighted 80 pounds. I was asked to take them to the bank and cash them. I said nothin doin, and they can ask the judge about it since I refused to take the coins anywhere. He said mail the coins back COD postage, and set him a date in court for review of fines and costs.

Some, maybe most, places don’t have to accept it.

If I was the civil “servant” collecting the fine physically, I’d order him to count it out to me.

21,200 pennies would weigh @ 117 pounds. How many trips back and forth to his car/truck/bike did he need to carry them into the court?

I'm sure he was able to just walk right though the metal detectors without being required to pour them into another container for inspection.

The guy is an idiot. Pennies are a time waster.

What he should have done is declare that speed limits using the logic of racist or sexist oppression that speed limits oppress him. If this country can't regulate bathroom use based on something as clearly distinct categories as sex, then no objective law should be beyond reach of lunacy.

If the left wants to tear apart the common culture then turn the war around and tear apart all the laws that support them. The first is to find that taxation is prejudicial as it punishes the worker and rewards the grafter. Cut the left's source of funds.

21200 pennies weigh 145.4 pounds if pre 1982 mintage, and 116.8 pounds if they are late model copper clad zinc alloy vintage.
Copper prices of 146 pennys a pound makes our older smallest currency monetarily not worth it’s weight in material.
