No. Every individual running his/her particular campaign should be responsible for their own fundraising. The reason the GOP is so screwed up is that RINOs took over the management, who then disrupt local races by selecting/supporting RINO candidates across the country. The RNC should not be fundraising for the sole purpose of doling it out to their cronies. Give money at the local level, yes, but to hell with the RNC.
