Vice President Joe Biden says he would have been the best president if he had mounted a successful campaign in the 2016 election, but that forgoing the race was the right decision for his family.
Speaking with Good Morning America co-anchor Robin Roberts in an exclusive interview that aired today, Biden said he had planned to run but changed course only after his eldest son Beau died last May.
No one should ever seek the presidency unless they're able to devote their whole heart and soul and passion into just doing that, he said. And, Beau was my soul. I just wasn't ready to be able to do that. But, so, my one regret is my Beau's not here. I don't have any other regrets.
For months last year the question of whether Biden would run loomed over the Democratic presidential contest. Then in October he announced that he and his family were still dealing with the grief over Beaus death and he would not seek the presidency.

That may still be the plan. An indictment, a health issue, something else may be used as an excuse to get Hillary off the top of the RAT ticket if it looks like she’ll lose to Trump.
Or maybe he anticipates a looming economic disaster that he doesn't want his name associated with.

You have a candidate who campaigns for months, gets the nomination, then bows out later for whatever reason - health, corruption... but only to have someone else step in as a replacement?? How can this possibly be fair ? Has this ever happened before ?

You're exactly right, which is why there is only one person who has a vote in this election....obama. If he votes for Hillary, she is the nominee and possible winner; if he votes for Biden, he calls Loretta who files the indictment and Biden wins.
Perhaps Joe is thinking about Hillary’s health problems.

Has Joe forgotten that he ran for president before (and lost)?
I think it's a little more complicated than a state election (like what happened to Torricelli in New Jersey), because each state has deadline for getting on the ballot, or changing the ballot.
The deadline had actually passed in New Jersey when Torricelli was replaced, but the Democratic courts didn't rally care about state law. No surprise there.
But many of the states would not give in so easy, so I think if there is a change it has to happen before or at the convention.
Or, in Missouri, our candidate for Senator was killed a few weeks before the election, far too late to have the ballot changed. He was the sitting governor, and his successor said that if the dead candidate was elected, he would name the widow as his replacement. And that's exactly what happened.
So, you might see a case where Clinton is still on the ballot, but the Electors might make a promise to vote for Biden.
