Baltimore police are recommending motorists lock their (car) doors and call 911 during minor fender benders in the city after a string of incidents in which bumps from behind turned into armed carjackings.

Read this statement again. The police aren’t obligated to protect you. They’re telling residents to be reactive and passive rather than them being proactive.

I can’t imagine ever deliberately going to any of these POS cities.
My wife and I have always loved to travel and never before have I ever worried about rolling into the wrong city. Sure, I work at being aware of our surroundings, but heck, I am now keeping a list of places not to travel to and try not to even travel through.
I always carry handguns, now I am thinking I should start to carry a shotgun and/or my AR.
Our leaders have allowed our once beautiful country to become a very ugly and dangerous place.

If I looked and saw a gibmedat in my rearview mirror I think I would just drive on while calling 911.
You’d think there would be some okay parts in that craphole. But it looks like there’s no safe place where the hood rats won’t attack in their own special way.

That was my thought. If I were caught unarmed in that situation I would proceed to keep driving until I found a cop. After all, if they damage the vehicle so badly that it can’t drive, what is the point?
Years ago Newark NJ had a spat of these “bump-and-rob” crimes; the police told people at the time to just drive to a police station (cell phones weren’t so common then). This type of crime isn’t new, though maybe it is to Baltimore. I guess this is what ferals have to do when everyone knows to stay the hell away from them - they have to search father afield for victims.
Because of the PC/hoodlum crap that handicaps the first responders from doing their job properly! They are going to have to crack down on this mayhem or lose the city forever and for good.
And then where would the hoodlums get their freebees? Hmm?

In Elizabeth NJ the “da-me-estos” (gibsmedats from south of the border) used to set up these accident scams a little more intricate than just two grifters intentionally colliding in their cars (in which both were in on the money-making scheme with fake injuries and such); it probably cost too much because somebody’s insurance would go up. People driving along on the highway would have someone in front of them driving normally, and they’d go for a bit so you’d let your guard down. A partners would pass both the victim and the other partner ahead of him and cut the front car off, causing them to slam on their brakes - and the victim rear-ends the original car that had been in front of them the whole time. The victim would unwittingly support the scheme by vouching that the front car had been recklessly cut off by a third car, without ever realizing they were in cahoots.
These wound down after they killed someone doing it...

I understood what you were describing, and I also heard those schemes had come to Brooklyn. These “civilian dash-cams” advertised on TV recently are supposedly common in Russia itself because of the frequency of this problem over there.
I’ve always opposed red-light cameras, but am sure I’d wish there was one if I was in an accident; in a horrible economy more and more people get involved in these schemes. A couple of years ago Atlantic City casinos started installing cameras outside because gibsmedats were “falling” on their sidewalks.
So far so good here; hope all is well in NY. Saw Sheldon Silver’s sentencing; it disgusts me when “public service” is used to argue for a reduced sentence when such service was a larcenous scam to begin with...
