Marques Gaines later died at a hospital.
The family of 32-year-old Gaines has filed a wrongful death and negligence lawsuit against several businesses and taxi companies in his Feb. 7 death.

A bit of sarcasm. Since the people of Chicago, the ones standing around the guy didn’t bother to help and how the family (wife) is throwing out a sue net to see how much she can get. Call me cynical.

Considering the murder rate and all Chicago has the culture of anti-life; life has little or no meaning there.
You may have missed the post here. In China if you hit a pedestrian, you are responsible for the health care for life. If the pedestrian dies then you pay a flat payoff to the deceased kin.
Many examples of a pedestrian being hit, then run over a second time.
good Samaritan laws do this.
I stopped getting too involved once the paramedics get involved. I’ve started CPR once with another doctor, only to be physically pushed aside by a paramedic. The buddy, also a chest surgeon, didn’t take kindly to it, and pushed back, before he knew it a large paramedic had him in a choke hold. Seriously.

I was not aware that Illinois had the good samaritan law, but that is good.
I do not think a duty to treat law would be wise, especially given the need to protect oneself against contagions. If one must assist someone broken and bleeding in the street, it should be done with appropriate safeguards for one’s own health, such as gloves, mask, etc.
That’s BS. If you know CPR and can administer it compentently then you should. Why would you let someone die because you do not have a government blessed piece of paper? Can you cite one instance were a Good Samaritan has been forced to pay damages for administering CPR?
Do I need to be certified in water rescue to save a drowning person? Do I need to be certified in using a fire extinguisher before using one?
I guess you would join the Chicago crowd and watch the person die even if you could save them via CPR?
I think some occupations based on state licensure requirements have a duty to assist. But that’s a long way form saying only the licensed or certified should assist.
What kind of people have we become? I wouldn’t have left a dog in the street to be run over. Damn shame.
Cops sure as hell don't. A bunch of cops watched a man standing in waist deep water in the SF Bay on a cold day. He was about twenty yards out, mentally ill, non-violent, shivering. They simply watched him and waited for him to die, and he died of hypothermia. They could easily have herded him in by getting into a boat. Nope. Not their jobs. Their job was to prevent anyone else trying to help the guy.
Talk laws, regulations, policies, insurance all you want, but that episode really drove home to me the utterly inhuman cruelty of the current system. I don't have to watch scary movies - I just think of that. We are NOT "civilized."
Years ago, while I was enrolled in a school in Chicago for a photography class, a fellow classmate and acquaintance missed a couple of classes and when he was back he was missing his camera. A asked what had happened to him. He was walking through Grant Park near the college when he came across one of Obama’s sons raping a lady. He ran over and pulled the savage off of her. At that point the victim lady fled half naked away from the scene and Obama’s son then focused his attack on my aquaintance. Obama’s son turned out to be a big fella and my aquaintance was not all that big. The only thing he had to defend himself with was his camera, which he proceeded to use, swinging it from its sling, smashing it into the attacker. At that point the cops showed up and managed to capture the attacker, but also arrested my classmate. The cops didn’t know the situation, so my classmate was held in jail a couple of days until the victim finally went into the cop shop to report the rape, after doing such, the cops then figured out that my classmate was indeed telling the truth. So, by being a Good Samaritan, he got thrown in jail for a couple of days (he got beat up in there too!) and he was out his nice 35mm Nikon camera from smashing it into the head of Obama’s son...
