On April 19, a bill that could literally ban all Federal Firearm License holders (FFLs) from doing business in the state of California goes before the State Assembly Committee on Privacy and Consumer Protection.
The billAssembly Bill 2459is sponsored by Assembly Member Kevin McCarty (D-Sacramento). If passed, it would shackle FFLs with four new requirements, the totality of which could simply force gun stores to close their doors.
The NRA-ILA reported the four proposed requirements:
A prohibition on licensee business premises being on a residential property.
A clear statement that localities may impose more restrictive requirements on licensees than those imposed by state law.
A requirement that licensees maintain full color video surveillance that is of sufficient quality to provide for facial recognition and records all firearm transactions on the premises, all locations where firearms and ammunition are stored, the immediate exterior of the licensed premises, and all parking facilities owned by the licensee. The video equipment would be required to run during all business hours and be set to begin recording when motion is detected at all other times. The licensee would have to certify to having compliant video equipment at least yearly and make any needed repairs to the equipment within 15 days of any damage. The footage would need to be stored on the premises for at least five years, but that could be extended if the footage may be part of a law enforcement investigation. Licensees would also be required to post a prominent sign indicating that customers are being recorded.
All licensees would be required to have a liability policy of a minimum of $1M per incident to cover liability arising from theft, sale, lease or transfer or offering for sale, lease or transfer of a firearm or ammunition, or any other operations of

Both came AFTER the citizens rejected Prop 15 to ban handguns in Cali.
After the attempt to ban handguns first failed in 1982, California tried to ban semi-auto rifles(and lever action rifles, later removed from the bill). which also failed, so the law was shelved for future use.
Pat Purdy was let loose (again) from the insane asylum, allowed to buy an AK-47 rifle in Oregon, allowed to LEGALLY buy a handgun in California, Passed the background checks and waiting period.
Then he went to the school in Stockton and shot a bunch of kids killing several.
The shelved assault rifle ban bill was quickly brought back out and passed so fast many people had no time to mount a defense against it.
Since their assault rifle ban passed they again started trying to ban handguns.
If the pro-gun ownership/sales rights people are smart, they will start a “Stop the New McCartyism” billboard and poster campaign.
Two can play at this game, and I’m that “two”.
Put up a billboard at California’s border roads telling incoming people, “Welcome to California where you can’t defend yourself from our criminals’.
“Welcome to California: Here the criminals have guns, but you can’t”
“Come to California AND DIE”
“Welcome to California. We have Commies, Criminals, Corruption and Strict Gun Control. You’re on your own”.
One reason I back Cruz. Hearing him wax rhapsodic on the 2nd Amendment is very satisfying.

Apropos of nothing ... I ventured to the CT State building [Public Safety Office ...heh.] to renew my CCW. It’s the middle of the afternoon, on a Tuesday, and there were 30 people in line, in front of me. Amazing. Over half of the people in line were wimmins. Several, from overhearing convos, were *newbies* ...others renewals.
A couple of the folks who first-timers, had the attitude: *I better get my permit, while I still can.*
Do you recall the seventies. California was haven to serial killers of all stripes.
Every time California’s legislature talks about banning certain firearms and making gun owners jump backwards through hoops of fire to comply with new requirements, we here in Nevada see a sudden influx of California guns coming over the state lines to be sold to pawnshops and local gun stores.
You wouldn’t believe the deals I’ve had. It would make some of you positively sick.
This reasoning defies our decision in Heller, which rejected as bordering on the frivolous the argument that only those arms in existence in the 18th century are protected by the Second Amendment. 554 U. S., at 582. The decision below also does a grave disservice to vulnerable individuals like Caetano who must defend themselves because the State will not.
Where will police departments in California buy their firearms now? The Mexican black market?

I lived in California back then, and I was one of the citizens of California who rejected proposition 15.
No it would not, a nightmare would be a better description. My friend who owns a gun store tells me that BATF regulations prevent him from selling a gun to anyone who does not have an Arizona ID. I help at his tables at gun shows. There is a Ca. FFL Dealer at the shows, we can not let a Ca. Buyer take a gun to the Ca. FFL dealer, we have to carry it to the dealer.
I think the storys about guns from other states coming in to heavily regulated states are fabricated by gun grabbers in governnent, and the media.
