Trump just made his arms move imitating Ted Cruz talking about waterboarding and his arm movements looked like the same ones as those he made imitating that reporter. It is his mannerism to move his arms all over the place when talking and that can be seen in almost every one of his rallys. He never was making fun of that reporters disability. Another thing I am sick of is how he gets accused of forcing people to pledge to him like he is hitler. What a joke!
