No, they did not decide on the merits.

Actually, the PA case WAS decided on the merits:

"A Pennsylvania judge affirmed Sen. Ted Cruz’s status as a natural born citizen Thursday and dismissed a lawsuit that sought to remove the candidate from the state’s Republican primary ballot, the Pittsburgh Post-Gazette reported."

The rest were tossed before they ever got to the point of arguing the merits.

No reason to waste the judges time or expose the content of the plaintiffs argument allowing defendant to prepare for argument.

Common procedure when the case is moving up the ladder to a higher court and all are aware (except novice public) of the practice
